You won't see any significant discount on iPhones. Apple products never get significant discounts. Black friday deals on Macs are usually not much more than 100 off, and usually on older models. iPhones and iPhones don't go for much more than 20 bucks off MAX

All US iphones are locked to AT&T. If you buy an iphone for another country mind as well get one thats factory unlocked.
Not sure if Apple, best buy or AT&T will ship international.
Usually black friday has some decent deals on refurb iphones but those are also with a 2 year contract.

Canadian unlocked would be your best bet even though they will cost more.
Currently the baseband that all iphone 4's are shipped with cannot be unlocked, so why get a phone that you cannot use to make calls in your country?
Who knows how long it will take to be able to unlock the latest firmwares baseband to use any simcard other than AT&T's.

I know, but currently there is no hack/unlock for the latest baseband on the iphone 4 so you might wait a long time till there is one.
I dont think the Apple stores in Canada ship outside the country, your easiest bet is ebay but not sure how good the prices are.
