iPhone calendar not syncing with Outlook

My iPhone calendar will not sync with my Outlook 2010 calendar on my PC. I have iCloud enabled on both the iPhone and on my PC and on both the Calendar is enabled in iCloud.

In Outlook there are 2 calendars, one is from the original pst file and the other is from iCloud. I made iCloud the default data file but when I make an entry in the calendar on the iPhone it does not show up in the iCloud calendar in Outlook.

I'm stumped. Can anyone tell me what the problem could be?
