iPhone has to be ON to charge?

OK, another dumb question, but it looks like you have to have the iPhone ON to charge it.
Is this right?
I just thought this was strange since every other phone/PDA I've had you could charge it while it is off.
There is no mention of this (that I saw), in the PDF manual.

I noticed that if you turn off the phone then place it in the dock it will turn on. I simply power it down while in the dock and it charges just fine.

Not a huge problem but I would like to see it fixed.
