How to restore messages on my iPhone

Via iCloud backup or iTunes if you've backed things up on your computer.

As T909 said, there would have to be a back up of this device somewhere. Signing into your Apple ID doesn't store that information in iCloud, only in the back up that's in iCloud or iTunes.
