I've bought a couple of the new iPhone Pro and Pro Max to family members that are overseas, for some reason I was going to make another purchase today, and I received a message saying "I've exceeded the number of iPhone purchases allowed", something with that wording, and it did not allow me to complete the transaction? Anyway around that?

different Apple ID? they do limit the purchases

Would it allow me with a different Apple ID but with the same credit card ?
Doesn't hurt to try. Sometimes Apple will just cancel your order as well and you'll get the e-mail stating that they have to cancel it because you exceed qty limit.
 
Happened to me last year on the 12 pro max but after few month it does get lifted. You'll get something like this. Doesn't matter if you create new Apple ID. Only way is just buy them as walk in. Not online.

Is this issue related only to purchases from Apple? I can't imagine that big box stores like Best Buy having an issue. They always seem very glad to take my money. As someone else recommended, whereever you shop, just create another Apple ID with another email address.

Yeah that’s the thing, you walk into stores and they don’t have inventory, and if they do they tell you that you can’t buy iPhones at the store only online orders for pick-up.
 
Is ordering as a guest on a different device/network a workaround? Or a different Apple ID? I don’t see why either of those wouldn’t work.

Consult Apple support directly on this one. they would like be best suited for means to circumvent their own enforced limits.

I think it may have to do with the billing address provided and also the card number. I’m not sure what apple really does to detect if someone purchased more than 2. I know you can buy more than 2 and I have done that in the past with no issues. I don’t think apple ID has any play on this. Even if you did guest check out, you might be okay if you provided a different billing address and a different card to use to pay for it.

I have a feeling they detect is the same credit card number, once they detect more than 2 phones have been bought they block you, I guess I'll have to use another credit card number and that should do it.

Using the same card more than 2 is fine. I had no issues with that. I think they may limit to 6 possibly. Try using a different card on a different apple ID though. The one you used, Apple may have put a limit.
