It is unlocked however according to https://www.apple.com/iphone/LTE/ on the iPhone 6 Verizon had a different model number than the one that was sold for India, so likely your carrier uses bands that are not supported on the model that you got. Either that or there is something wrong with your SIM card.

Where did you get it from? Are you sure it's not a stolen phone? If it is,the original owner blocked it.

If you put the sim inside and its showing no service then it might be blacklisted.
Contact Apple to get details on the device and why you cannot get service with it.
Does it activate and let you in the home screen when you use the sim you're using?

If you were able to complete the iPhone set up process using your carrier's sim, the phone should be unlocked.

i can complete the iphone set up process using the carrier sim of india... but first it shows searching and afterwards no service......

Verizon spec'd phones can often work on other networks but not all networks.

What is the model number (Settings, General, About) ?

It sounds like its blacklisted.
It should be able to connect to 2G or 3G if not LTE.
I'd call Apple and have them verify if the particular IMEI/Serial number is blacklisted.
