iPhone locked to AT&T forever ?

Curious, if ones contract expires with AT&T do they have an option to remove the carrier lock? Not jailbreak/unlock.

I was able to do this with my old blackberry and move to another carrier once AT&T unlocked it.

Currently, there is no carrier unlock option. This may or may not change in the future.
