It really pisses me off that options outside of
A) Figure out who the phone belongs to and return it to them

even exist. I've found two phones lying on the ground, both of which I have returned to the rightful owner.

In an unexpected turn of events I found someones iPhone at my bank today. It was left behind on counter thing in the middle of the bank where people can fill stuff out. I initially tried to see if I could find any contact info but the guy who owned it had password locked it. I ended up just turning it in at my banks lost and found.

They are probably unlocking it and popping a different sim in and either selling it or using it.

What you should do is call it and tell whoever answers that they won a 52 inch hdtv, and all they have to do to pick it up is to meet you and get it and when they show take your phone back. JK

Ill run one here, how does this sound, Lost $100.00 dollar bill, color green, please return to:(

The carrier(s) should have this under control now.
Apple know it's a valuable and desirable device, and yet,
still no fail-safe method to permanently disable the device, in the event of it being stolen?

Pathetic.
