I have an iPhone 6s with iOS 11.2.5. My Mac is running Sierra 10.12.6.

I'm not sure when this happened, but I can no longer receive calls to my iPhone on my Mac. When the phone rings, the banner simply no longer shows up on my Mac.

I have tried to reset WiFi calling on other devices, ensure FaceTime notifications are enabled on my Mac, and rebooted both. The iPhone and Mac are on the same WiFi network. I even tried launching FaceTime manually and that did not help either.

Does anyone else have an issue with this?

Is Bluetooth on? Some devices require special synchronization that also happens via Bluetooth. Also, what
Bluetooth is on; AirDrop works flawlessly. Not sure about your second question. :)
