1. install a content blocker such as 1blocker and see if that helps.

Great! Running a blocker is good for increasing both safety and battery life, plus it reduces data consumption and privacy invasions. It's win-win.
Not sure why you'd be blocked in both Safari and Chrome unless you opened the same link in both for some reason.
Aside from content blockers for Safari, which are certainly useful, often enough the way to clear these stuck web sites would be to reset Safari data from settings (and in case of another browser trying something similar or perhaps deleting and reinstalling the app).

Perhaps, but then you lose your browsing history. I'd find that mighty annoying since i refer back to things all the time.
