that's what it keeps saying even in the settings iPhone 7.
Mind having a screenshot?
A quick research shows a few options:
1. Keep enabling until succeeded.
2. Sign out and sign in iCloud on your device and retry.
3. Wait a few hours or a few days.
None of them are really effective in my view. And this could be a server side issue.
