I've had this issue for weeks now and even Genius Bar didn't know what to do. When I try to sync music to my phone, whether through a wifi or cable connected sync, the wheel gets stuck with a tiny sliver of it unfinished and I get the error "The iPhone “iPhone XR” could not be synced because the sync session failed to finish." When I check my phone, not only is the music I'm trying to sync to my phone greyed out with the message "this song is not currently available in your country or region", but it sync with incorrect artwork that I already have (ex: I tried to sync a new rock album to my phone but on my phone, that album has the cover art of a folk album I've had on my computer for years).

What can I do to listen to my recently downloaded music on my phone again? I've tried restarting both my computer and phone with no such luck. Thank you!

I've had a similar (perhaps related) issue. When syncing my music from iTunes ("Sync Library" setting off) on my 11Pro, all songs and playlist get transfered. Life is good. Then, random songs (sometimes an album loses some but not all) lose the download. When I select one of the grayed out songs I get the same message you get. Once I sync the phone to iTunes again, the missing songs get transferred again. A day later, other random songs lose the download! So, again... I sync and get them back. Later, same thing happens.

If I sync my library on iCloud, the issue happens but it just shows the "download" symbol. I download the songs from iCloud to restore them. Next day, other songs lose the download. Very frustrating.

This is only happening on the iPhone 11Pro running iOS 13.3.1. I have other phones in the house (iPhone SE, iPhone 7 and iPhone XS) running iOS 13.3.1 as well. I also have 4 iPads (10.5 Pro, iPad 5, iPad 6, iPad mini4) all running iPad OS 13.3.1. None of the other devices have this issue.
 
What fixed it for me was exiting iTunes, moving everything out of the iTunes Media folder on the computer, deleting all music on the phone in Settings, connecting the phone again and syncing both to end up with an empty Library, exit iTunes on the computer, move everything back to the iTunes Media folder and then open iTunes again with the phone connected. Everything synced on its own and was back to normal.

Thanks for the reply. Unfortunately, this is still happening with "Sync Library" enabled. Song still randomly lose the down.
 
Was there a fix for this?

One of the things that originally attracted me to the iPhone was that I could combine my music player and everything else that a phone offers into one converged device.

For this reason, I have a lot of music downloaded onto my phone – or I should say I did have, as it seems I too have been affected by some kind of bug 👎

EDIT: Just noticed – I’m not a Mod of course, but shouldn’t this be in the iOS 13 forum? I found it by using the search function, but others affected may not.
 
I had a purchased song (from Bandcamp) disappear recently, from the Library and from my phone, so I added it again yesterday. I think the problem was that I didn't create a folder like I did with all the albums. It was just a loose file. This time I created an artist folder, a title folder within that like I did with the albums and then the song file inside that. I will see if it disappears again.
 
This is still happening on big slur with IOS 14.4, its caused by a slack software dept that couldn't code if their lives depended on it
