It means that the iCloud backup that is supposed to run for this phone hasn’t been able to complete successfully.
It will attempt to backup the device with the conditions mentioned in the screenshot you provided. Maybe those haven’t been met. Try to manually back up to see if it helps. Check your iCloud storage too.

Sounds like you might want to check your iCloud backups and perhaps delete an existing one there so that you could then try backing again.13.7
