Hello all,
I have three devices under my iCloud login; an M1 MacBook Air (Monterey 12.4), an M1 iPad Pro 10" (15.4) and an iPhone 12 (15.4). Photos are syncing perfectly across the iPad and the MacBook Air but not on the iPhone. In fact on the iPhone under the iCloud settings for Syncing with iCloud there isn't even an entry for Photos. Whereas on the MacBook and the iPad iy is there and syncing is turned on. See the iPhone setting below and the iPad. If anyone has any ideas on how to resolve this I would be very grateful.

check Settings -> Photos -> turn ON 'iCloud Photos' ?

Is your iPhone on iOS 15 or 16? That could be the issue. I’ve never seen the shared library option under iCloud and thought that was new to iOS 16.
