I think it is because they don't want to risk developers getting locked out of their iPhone due to the beta 2 expiring tomorrow.

Hey, if it works, why fix it.

The thing is developers are often very hard to motivate. Underpaid, understaffed, and overworked is a common theme you hear about developers anywhere.

Some companies actually give bonuses to devs if they release on time or extra bonus of ahead of schedule.
