Does anyone know how to get a free download of the iPhone OS 4 beta for the ipt2? I'm not a developer.

You can't get it, you're just going to have to wait.

And if you find a place to download it and try to install it, but you aren't a registered developer, you will quickly find yourself with a useless device.

Note the word FREE.
To become a developer with those privileges or w/e you have to pay like $100

The OS 4 beta is not an open beta. It's designed for developers, which is why only registered developers ($99) can download it.
