iPhone 11 Pro iPhone pro max Brighter with auto brightness off

When I turn my auto brightness off the phone gets so bright that it’s blinding but when auto brightness is on it doesn’t get as bright even if I slide the slider all the way up, Is this normal? I don’t remember my iPhone X doing this

I have auto brightness off with the brightness set at approximately 30% and seems to suit me fine.
