Isn't 10.9 suppose to show iPhone notifications in the notification center? (like from the CNN app for example?). Is this just not working yet? I have latest iOS betas on my iPad and iPhone.

No. Notification Center can get notifications from websites, such as CNN, eBay etc. not apps.
Yeah, the way that Craig positioned it in the Keynote made it seem as if notifications would be pushed from your iPhone to Mavericks. However, it looks as if it is simply Safari notification support.
That's how I heard it the first time too, but now that I viewed it again it seems like it's web push notification. Shame, but I guess that makes sense. An app sending push notifications assume you have that app installed on an iOS device. Say Scurvy Scallywags is (annoyingly) reminding you to play, if you open that push notification on a Mac, what would it do if there's no app to launch? Open it on your iPhone? Sure, but what if you also have it on your iPad?
