Iphone Ringtone Volume reset to default when turn off

I have a problem with my iPhone 3G.

I've set the maximum volume for my ringtone (guitar which is a default ringtone from Apple) and when i SHUT DOWN the iphone and turn up i see that the Volume lost my setting and come back to the default value ...

Please help me .. is a bug ? 🙁

Must be a general 2.0 bug; I've noticed with my 1st Gen iPhone.
