Since updating to iOS 13 I noticed my iPhone stopped charging when connected to PC. When I plug it in, I get the regular chime and icon signaling it's charging but the % keeps dropping. Later I discovered that when I open iTunes, it starts charging! But only as long as iTunes is opened.

I have tested it with two Windows PC, using different cable, at various charge percentages (I am NOT stuck at 80%). Wall charging works as before. I have no Mac ATM to test it with. It hasn't been like that on any earlier iOS version. I also tried disabling optimized charging, to no avail.

Is it just me?
 
This issue seems to be resolved as of iOS 13.1.1. My phone charges again when connected to PC, without iTunes. Let's hope it stays that way.
