I’m considering buying an iPhone SE 3rd generation. I do not want to upgrade to iOS 15.4 on my current phone if it means I cannot import the iCloud backup to the new SE if it has an older version iOS 15 on it. Thanks.

You can import, or rather restore from an older iOS iCloud backup onto a newer operating system.
