I am restoring my iPhone via iCloud and I love the setup wallpaper with the grey background and iPhone bold white text. Where can I find this to set as my wallpaper??

It doesn't exist.
The setup screen is a composite, not a wallpaper.
During setup, the image "LockScreenTitle~iphone.png" is used as an overlay on top of "Linen-iphone.png".

Here is one I made a while ago.
This is at 3GS resolution. 320x480

You will have to hunt for the iPhone 4 versions to make a higher resolution image.
