As you can see both devices are connected to the sa,è Wi-Fi but the iPhone shows as personal hotspot even if it’s disabled, I hope this doesn’t cause battery drain in standby

Yes, mine is the same and I find it extremely convenient.
No, it doesn’t drain the battery unless you actually connect to it.

If you have connected your iPad to the iPhone hotspot at some point in the past, then the iPad will remember it and continue to display it on the list of wi-fi connections. It doesn't mean that the hotspot is active.
 
I think this is a convenience feature that basically allows you to activate the hotspot from your iPad when needed.
