iPhone sold in China has a unique feature.

    This is a feature I have found in an iPhone sold in China. It is called "Apps Using WLAN & Cellular".
    Within this setting, certain apps can be set to not use data, use WLAN only, or use both WLAN and mobile data.
    I don't see such setting before, although it is included in iOS 10.2.

    A quick web search indicates that this is legit. Perhaps it is carrier-specific or specific to China. It could have something to do with the Chinese WAPI standard.

    yes. my opinion as well.
    given that there are two settings, not just one, that are unique (WAPI and WLAN/Celular) it could be concerned with allowing users options to try to circumvent tracking and filtering by allowing as many options as possible.
    but I'm not sure.
    and, or, if the user goes abroad to be able to not use any WAPI setting.
