iPhone Status Bar Change

Can you change the background of the status bar outside of the home screen? Like the one that shows up in Safari? Also can you change the backgrounds in applications like the sms app? Or will it do it for all applicaitons?

Finally is there a place where I can find the original icons or the dimensions so I can edit what i need to an upload it. I can't seem to find this information. Nor do i know the names, for example each instance of the wifi icon has a different name, I know what the icons are supposed to look like but not which name corresponds to each instance. I'm looking for the battery icons, wifi, all the stuff that is in customize. Thanks.
