When tracking my iPhone it works pretty accurately, but what I want to know is what is that large green circle that encompasses the phone sometimes? It's not showing all the time just sporadically. I just want to know what that green circle around the phone is all about.

Like Draver said it is an early GPS fix showing the approximate location. As more GPS satellites are registered the circle gets smaller and smaller as the GPS fix drills down to your exact location. With enough time and open sky to get multiple satellites, you can get located within feet of your actuall location.

Just a reminder that you also need maps via WiFi or cellular for the complete GPS experience.
