Yep. I gave my Citizens One apple upgrade plan phone to my mother in law. Just reset phone and good to go. It’s tied to the person so I still pay and own it according to Citizens One.
So I can make a new apple ID and still upgrade On IUP on new apple ID with no issues ?

I always thought the iUP was completely separate from the Apple ID but yeah you're right, I remember getting emails about this. This is the first year I've given one of my iUP phones to family. I imagine I'll get an offer in my email later this year to upgrade it.

I don't know the answer to your question cuz I've never changed my Apple ID. I would recommend forwarding your old Apple ID to your new Apple ID email.
