After a late dinner today, with relatives, I was asked if a person has a currently existing Consumer Cellular plan and a rubbish Android phone: Could a person walk into an Apple Store and jump on the iPhone Upgrade Program, start the monthly payment, grab an 8, pop the SIM, and be off? Or do you have to purchase in full without a major carrier?

The person in question rarely upgrades, is absolutely against spending full cost upfront and beats the living hell out of their phones. I figure the IUP might be a win on three fronts: Applecare+, no upfront cost, and a low monthly plan.

You need to initially activate the phone on a major carrier. After that you can cancel and switch back to Consumer Cellular.

I think another option is Apple's financing through Barclaycard, but I don't know much about that.

Other than that, your only option is paying in full.

Technically you pay full when you finance through Barclaycard. When you sign up or when they do promotions usually it's deferred interest. Make sure to pay it off before the promotional period expires otherwise all that deferred interested you racked up will be added to your statement.
