Would I be able to cancel my next contract once i receive the iPhone 7 Plus from ATT and take that same phone to Apple and set up the iUP program?

No. If you buy the phone from AT&T, you can't take it and use Apple's upgrade program. Unless you bought it outright at full price which would negate the need for the upgrade program.
