iCloud Iphone: upload speed fast on other apps but extremely slow with iCloud photos

Hi!
I have a strange and annoying issue lately my iPhone XS MAX

The wifiupload speed is fast on other apps (15 Mbit) but extremely slow with iCloud photos (some kbit)

(I have the 2 TB iCloud plan)

speed test and sending photos and videos with WhatsApp is fast as ever,

only new photos won’t upload nearly at all , even over night - maybe only 5 photos in several hours

I could wipe and re-install backup ...

are there any other tips?

but I assure you, the problem ist real, strange as it may seem

I think I’ll cancel my 2 TB iCloud plan

APPLE and the cloud is just not quite as good as it should be ...
