The deception out of Apple that claims that we can store large amounts of high resolution photos using our iCloud storage leaves out the critical fact that they still forcibly delete photos from the cloud when you delete them from an Apple device. Literally no other photo storage system does that. Try to post about that in any sort of negative context in the Apple forms will get you threatened, illegally I might add, by Apple’s moderators. Basically users are forced to pay for more space than they actually need, for example to back up my 1TB iPhone I must pay for 2TB. Why am I not allowed to use that other TB for anything I want to use it for, including photo storage for photos that are not on my phone?

I’m not sure why you think this. iCloud Drive also uses that storage so, you can. I have iCloud+ but don’t sync my iPhone photo library because I don’t want random pictures and screenshots littering my albums so I transfer them to my Mac and then into iPhoto where they are synced to iCloud as a backup. I then have a folder in iCloud Drive to which I save other photos (like receipts) completely separately.

Indeed. I dunno for how long it says it, but when I now read this article it seems like the proverbial fruit ripened:

I have been told numerous times by Apple support that photos are stored separately and if you have iCloud turned on for photos that's how it is. You appear to not use iCloud in the way Apple intends thus you don't know what happens for the rest of us. I couldn't care less about backing up my photos from a computer to iCloud, I want my phone to back them up as soon as they're taken which is how Apple intends. As such, there is NO WAY to use the other 1TB of storage space for additional photo storage using Apple's intended storage method.
