Hi,
I am currently on a device payment plan through Verizon I have an iphone 8 Plus. Has anyone ever been on a device payment plan, but decided to buy another iphone outright? What happens to the device payments?

Nothing. You just keep on paying until it's all paid off. Just make sure to buy unlocked/SIM-free from Apple rather than through carrier.

Can you just take the SIM card out of the iPhone 8 plus and put it into the unlocked sim free iphone x?

Yes you can just take the sim card out of the 8 Plus and stick it in to your new iphone x.

I received my new X yesterday and chose to activate later. Does anyone know if I take my sim out of my old 6S and put it in my new X, will I still have to activate the phone? I guess what I’m getting at is will they know I activated the new phone and charge me the $30 activation fee if I don’t use the sim that came with the X. The new phone is on the Verizon IUP program
