If I have an iPhone with Apple Maps and GPS, will it show my location as an arrow icon on Apple Maps?

Depends.... if you're just looking at the map, your location is shown using a blue Dot.
If you're in Driving Directions, it shows a white arrowhead inside a blue circle.
Possibly colors could be affected by settings; I tend to keep mine pretty standard.

That sounds like what I'm after. The iPhone 13 Pro Max has Apple Maps and GPS; correct?
They still have some that are new/sealed on eBay.

If you plan to use iPhone without internet (Wi-Fi or cellular data), you need to use other map app like Organic Maps. Apple Maps need internet to work unless you download offline map.

They only give you two windows that I can see and the map labels selection seems to be missing.
I thought you downloaded for iPhone? Press the 3 horizontal lines icon aka hamburger icon and you’ll see Organic Maps settings.
