Hi. I am getting a new phone without a data plan. The phone is connected to my home phone plan. I only want data transfer via wifi. My current Samsung phone allows me to do this even with Garmin maps app.
Will I be able to use a iPhone 5s like this?

The main app will be navigation and I want use it with out 3G data downloads. I am not worried about slow initial connection to satellites as I have plenty of time..

So just have Garmin pre-load the map before u leave home.

U just won't get any real time update and traffics condition etc.
 
It probably depends on which carrier you are using (and what country you live in). e.g. AT&T will add a data plan to your iPhone whether you want it or not.

My carrier in Australia allows me to buy any phone outright and just put their SIM card in. The phone calls are charged at a reduced rate to my landline account and even a more reduced charge between phones on the same account.
I don't make many phone calls, using messages and Facetime a lot.
It it's the map app that concerns me before I buy.
