iPhone X not displaying banners during use

I thought it was just supposed to silence notifications but it’s not showing banners either which is pretty stupid imo. It’s really random and sometimes it shows them so I’m not sure if it’s a bug. Anybody else having these issues?

Mine displays notification banners. Been turning them off for some apps.
