I thought that the X is as wide as the 4.7” but taller. It’s not as wide as the plus so why should it use the plus UI?

the iphone X has a larger safe space area top and bottom. If you reduce it to the functional 9:16 area it's actually around 5", much closer to the regular iphone.
 
iOS11 UI is not ready for iPhone X. I'm sure iOS12 will do a great job next year.
 
From what I understand the Plus UI is pretty neglected and worthless anyway

I honestly hate the Plus UI. I almost never use my Plus in landscape unless I'm watching a video. In Apps, the split UI isn't nearly as useful at is on something like an iPad and the homescreen rotation is just annoying. I really don't get why people are so hung up about this, do people really use their phones in landscape often?
 
The whole "bigger screen than a Plus" thing is a ruse.

Same width as a 4.7" phone, but it's taller. That's it. Still less usable screen real estate than a Plus big a pretty good margin.

This year X is the edge to edge normal iphone. Next year, we already heard rumors about the plus edge to edge variant with 6.4”
