iPhone X ordering without Verizon account

Can I order a New iPhone X for Verizon without having a Verizon account ?
I want a totally unlocked phone , so i was going to order a Verizon phone and then when I receive it, I will put my ATT sim. So just wondering if I go thru the process, will it ask me for a Verizon account or phone number?

Verizon phone number, billing zip code and last 4 ssn plus account id or will sent text if don't have one.
