iphone X rings but can't answer

Hi, I had this in my iphone 6 and now in the new X. About 50% of the time when someone calls, it rings but the screen remains on what ever app or Home I am (I can move between apps, etc. not frozen) it and does not open the answering screen (red/green,etc) thus I can not answer. Many times I have a missed call or sometimes I get the answering screen after 5-7 rings. I am about to change to Android unless help...
I tried formatting and uploading all apps manually, didn't help either..

If you like it you need to put a ring on it.

I would start with the obvious first, a hard reboot. Then a restore through iTunes or iCloud. If it did this with a previous phone and you used a backup, the glitch may have carried over and is part of the backup.

Have you tried setting up the phone as new? If it works then you know you have a bad backup. If the issue still persists then you can go back to your previous back up and look for another issue.

Yes, I did try to set it up as new, problem exists. For some reason I think it is not hardware but will change phone anyway
