I’m wondering if anybody else is experiencing this:

When I go to my Settings, it’s slow to appear, about 4 seconds before I see something on the screen. Mind you, this only happens every once in a while but still annoying nonetheless. Tried re-starting the app and the phone but it can still happen.

What’s weird is that this only started happening after I updated to iOS 12.1.

Is Apple now starting to slow down the X?

My X hasn’t changed one bit. No other threads about it either and 12.1 has been out for awhile. Sounds like something software related on your device.

Have had the same thing happen.

Apple is not "now starting to slow down the X" and has not "started to slow down" any other phone for any reason other than when a battery becomes physically incapable of providing safe voltage draw at max CPU load. There's no conspiracy here, it's definitely just a weird bug in 12.1 or maybe an app that has trouble loading its preference pane (as each installed app adds a row to Settings). If you've got tons and tons and tons of apps installed, Settings can sometimes take a beat to fully load.

Submit it as feedback to Apple: https://www.apple.com/feedback/iphone.html

I'd wager that it won't last long and be squashed next point update.

Same thing happens on my Xs max. It’ll get stuck at random as well, and I can’t scroll up or down.

Thanks for mentioning it gets stuck sometimes too...I've experienced the same thing. I thought it only happens on the X hehe...
