Usually in the past the unlocked or sim free version came out a little later after the general release date of the new iPhone. The 8 and 8+ were different this year as they were available on the initial release date.

Looks like there will be not be a carrier free device at launch. This has be typical in the past.

If you check the Japanese Apple store the carrier selection step is removed so I assume unlocked available at least in Japan.
