when I unlock my phone by using the side button, a single press does nothing. A second press will cause the screen to come on and then go right back off and re-lock the phone. I’ve tried disabling raise to wake and tap to wake and the problem persists..this can happen once-twice a day,any idea?is it software problem?
 
Did you try doing a factory restore on the phone? I personally always use tap or raise to wake, so can't say I have experienced this.
 
It's waiting to see if you are going to double-click to activate Apple Pay. You can disable this in Settings > Wallet & Apple Pay > Double-Click Side Button.
 
Right under iTunes and App Store in Settings just as orev mentioned...

You might need to contact Apple then.
I haven't had this issue with my X either. Maybe try a restore and if that doesn't fix it, contact Apple?
