I was an iPhone 7 Plus user now using an iPhone X on iOS 11.1.2.
On 7 Plus, when I want to switch from wide-angle to telephoto, I tap the “1x” in Camera App and it will switch to telephoto lens and show “2x”. But with X, more than 50% times, it uses a digital zoom on the wide-angle lens. Even the 10x is using 10x digital zoom on wide-angle lens instead of 5x on telephoto lens. This drives me crazy.

Anyone got same issue? I already submit an bug report to Apple.

Is this in good lighting conditions? A good way to check if you are actually using the correct lens (except for covering them up with your finger). Is to slowly zoom back and forth between 1.9x and 2x. If you see the perspective change going to 2x it’s using the telephoto lens. If not then the lighting is too dark.

Maybe...But I think a single tap on the 1x should result in a force switch.

No it doesn't. This was always like that. The tap on 1x only switches to the other camera if lighting conditions are good enough.

I suggest you use Camera+ if you want manual control on which camera you use.

Is it anything to do with the ‘Lock Camera’ setting in the video format section?

Lock camera for video will not switch lenses during video recording. As the switch could result in stutter, perspective change, incorrect aperture etc etc.
 
this seems dumb. For the X at least, the telephoto is a little slower than the wide, but not by much - and it has OIS - perhaps this is more relevant for older + phones with a bigger difference between the wide and tele lenses?

I'd much rather control this myself and perhaps let the phone warn me if it thinks the light is low.

Is there really no way of knowing whether its digital wide, or tele, without zooming back and forth to check?

Not with the default camera app. But there are many options on the AppStore where you have more control.
