It thinks otherwise. If you are convince the phone is at normal temperature, then take if to an Apple Store. If no store nearby, contact Apple support, https://support.apple.com/contact
If you're using your Xs in cold weather, it will give you the same error message that the phone is overheated. I know that sounds ridiculous but there are reports from other users who have experienced the same thing. If your phone is neither hot nor cold, then by all means take it to Apple for repair or diagnostics.
