iPhoto: How would I fully share photos on the same Mac between 2 accounts?

Does anyone have any ideas how this can be done. I am trying to use iPhoto, I have setup a main folder, with access by both accounts. When I add new photos the new photos are not shared by default.

Any ideas on this would be appreciated.
