I have a USB Device with about 1TB on it, and 128GB HD on my laptop. I moved the iphoto and iTunes library over to the 1TB External USB drive. Every now and then the system repairs the setup and moves a new photo library back to the default system/user/iPhoto folder and uses that library rather than the connected USB library. How can I stop this from happening

Hmm...once you've told iPhoto that it's Library is on the external drive, it should then default to that on opening. I assume that on these occasions you do have the external drive connected?

If so, then you could try the following.

Delete any new iPhoto Library from your Home Folder>Picture. Go to your external drive, do a Right/Ctrl/Two finger click on the iPhoto Library file and create an Alias. Drag that Alias back into your Pictures Folder.

If iPhoto then goes to your Pictures Folder on start, looking for a Library file, it should see the Alias and go to the external drive
