iphoto not syncing with iphone

This is a issue that i think iphone users have quite a bit.

I have the 3gs. For some reason whenever i sync to itunes, iphoto doesn't pop up. Problem is that i can't get my photos to sync into iphoto. i have the 10.6.3 software which supposedly fixes this problem but it still won't sync.

Since upgrading to iphone OS4, when I sync my iphotos with iphone, the photos appear on the phone in a really low res quality. I can't find any settings in iPhoto or iTunes iPhone sync settings which will allow me to change this - can anyone help? It's so irritating!!
