iPhoto is not in the list of my login items but it comes up anyway on startup. This seems to have started upon the last update, although I'm not sure of that. I know that at least it was on the same day.

Is this a new bug? Is there a fix?

Not a good idea to post your email so publicly.
Do you have any memory cards plugged in? I set my iPhoto to launch whenever my camera/card was connected, if they were left in when the computer booted up it would launch iPhoto.
 
+1 on the memory cards, cameras, anything that iPhoto might think was a camera or device containing images.

I had to shut that feature off, because every time I synched my iPhone, it popped up...
