How do I connect my iPod Touch to internet and iTunes
without wifi, I have all latest updates?

You don't. You have to have wifi access.

The only way I am aware of, outside of wifi, is Bluetooth. This method requires a jail broken iPod touch, third party applications, and a Bluetooth capable Internet source or router.

It isn't too reliable, and it is complex to setup.

Wifi is the only way . You don't have wifi at all? If you don't then you shouldn't buy an iPod touch
