iPod iPod mini wont turn on, wont go into disk mode

My mate has a iPod mini which I am trying to fix... When you turn it on it has the folder and exclamation mark with the Apple support site below it. I have tried plugging it in and resetting and forcing it into disk mode, neither of which work.

Any help? Is it a hardware prob?
