I was under the impression that once you set a passcode, but didn't turn on passcode Lock, one would have to enter that set code in order to turn it on. But this isn't the case: Even if you've already set a code, anybody could get in an unprotected iPod and go into settings and turn on passcode lock WITH THEIR OWN PASSCODE so you can't get into it.

Am I doing something wrong? I don't want to put in a 4-digit number every time I wake my iPod, but I also don't want people (namely my brat sister) locking me out of my iPod.
 
I think that pretty much gives you the right to bitch slap whoever that is.
